<p>1) Take enforced, regular and prolonged breaks between cycles of  bidding. Set an alarm clock if necessary, and force yourself to  physically walk away from the computer, or close your access to the  penny auction website. Do not take the attitude that you&#8217;ll stop when  you&#8217;ve just seen this one item through to the end &#8211; make yourself  regularly stop bidding, stop following an auction and walk away and do  something else altogether.</p>
<p>2) Set yourself a very strict budget  and never extend it. Whether yours is a daily, weekly or monthly budget,  once you have reached its limit discontinue bidding. No arguments.</p>
<p>3)  Think about an item carefully before you begin bidding on it. Do you  really want or need the item in question, if so, how much are you  prepared to spend on it. Factor in not only each penny bid you&#8217;re  willing to make, but the cost of making each bid. Work out how much you  are willing to spend on a given item and stick to your limits. If the  item for sale goes over your allotted budget, walk away.</p>
<p>4) Only  enter an auction when you are sober and awake, in a clear and positive  frame of mind. In other words, if anything is clouding your judgement &#8211;  from stress at home or work to alcohol or medication &#8211; do not enter the  penny auction.</p>
<p>5) Concentrate carefully on what you are doing and  where your bids are taking you. Some sites allow you to set up an  automatic bidding filter so that you can carry on bidding for something  even when you&#8217;re not concentrating on the auction. Such filters are  dangerous and you must always ensure you are in control of your bidding.</p>

<p>The natural scenery, high mountains, incomparable cultural heritage and numerous specialties have made Nepal a well-known destination in the world tourism map with a distinct image of its own. However, the development of tourism is limited in number and within the certain areas of the country only. The new government has shown greater concerns about the real value of tourism and its role in contributing to economic growth, poverty alleviation, equity and overall tourism development in the country.</p>
<p>Therefore, the government is placing high priority on the tourism sector in its new economic development policy. As there is a favorable political situation in the country, the government is all geared towards economic revolution in next 10 years for the up-liftment of the masses. In this connection, government of Nepal in consultation with Nepalese Tourism Industry, concerned organizations and experts decided to launch a national tourism campaign “Nepal Tourism Year 2011″. This announcement reflects the government’s anticipation to bring into at least one million international tourists in Nepal by the year 2011 and spread the benefits of tourism to the people at large. The national campaign also indicates the tourism industry’s exigency to organize a tourism promotion campaign having wider impact.</p>

Active involvement of the major political parties, members of the Constitution Assembly and Right groups is always taken into consideration in order to make the campaign inclusive and participatory in modus operandi and effective in result. The campaign will also focus on mobilizing the networks of the Non-Resident Nepalis (NRN) communities, Nepalese diplomatic missions abroad, I/NGOs, airlines, and national and international media. Similarly, friends and well-wishers of Nepal, tourism academicians and celebrities will also be approached in order to highlight the campaign internally as well as internationally. This is also called Visit Nepal Year 2011.</p>

<li>Establish Nepal as a choice of premier      holiday destination with a definite brand image,</li>
<li>Improve and extend tourism related infrastructures in      existing and new tourism sites,</li>
<li>Enhance the capacity of service renders,</li>
<li>Build community capacity in the new areas to cater      the need of the tourists, and</li>
<li>Promote domestic tourism for sustainability of the industry.</li>

<p>In this post, I want to go a step further and answer the question: <em>what if all aspects of your freelancing work were done online? </em></p>
<p>In this <strong>Becoming a Freelance Web Worker</strong> series of posts I’ll be outlining a complete guide to becoming a web-only freelancer: how to find clients, how to work completely online and how to run your freelancing business from anywhere in the world.</p>
<h4><strong>Why I think you need this guide</strong></h4>
<p>At the end of January I’ll be a web worker in the purest sense of the term: my freelancing and income will be completely online based. I find clients online, I work online and I get paid online.</p>
<p>I’m still coming to terms with what this means for me. Working as an offline freelancer is already more flexible than almost any job you can name: you have the power to work for who you want, when you want.</p>
<p>Working as an online-only freelancer takes this flexibility to another level. <strong>You can work for who you want, when you want, in any state or country in the world</strong> (all you need is an internet connection and a computer).</p>
<p>Traveling — as wonderful as it is — no longer needs to be a money sink. You could be working from an internet cafe in London, a coffee shop in Tokyo or a library in New York and your clients wouldn’t know the difference.</p>
<p>Another advantage of web freelancing for non-US based freelancers is that the primary currency of web work is the US Dollar, which will almost always equate to more in your home currency.</p>
<p>If being paid in US dollars and having the freedom to work (and get paid) anywhere in the world appeals to you, this series will explain how you can make that dream a reality.</p>

<p>Nationalists of different hues have a common agenda for a united and progressive Nepal. This agenda is in opposition to the divisive forces active in the name of different interests, ethnicities and doctrines. Our vision is a vibrant Nepal where citizens of various backgrounds are co-travelers on the path of economic, social and spiritual progress. Our core philosophy is that structural changes in Nepalese politics must be implemented through peaceful democratic means. An imposition of a new political order through violence and intimidation is not acceptable. The evolution of the nation must take into account our common heritage, roots and values. A nation cannot be built on a single political dogma, which is against basic democratic norms. All our woes, including economic stagnation, ethnic and cultural marginalization, and impediments in social evolution, can and must be addressed through public discussions and peaceful consensus.</p>
<p>Since the unification of Nepal by King Prithvi Narayan Shah “The Great” in 1768, Nepal has resolutely maintained its independence between two large and powerful neighbors.  Historically, this has been accomplished by means of Nepal’s strong internal cohesion, which has always been guaranteed by the unifying presence of the Crown as well as the institutional integrity of the Nepal Army.  For more than two centuries, Nepal enjoyed relations with its neighbors which were both amicable and equitable.</p>
<p>Recent events, enabled by domestic treason and international perfidy, have jeopardized the viability and independence of Nepal as a national polity. The Constitution of 1990, a document which was both pragmatic and progressive, has been unilaterally scrapped with no realistic forethought as to what should take its place.  Nepal’s Constituent Assembly has been convoked with an alarming preponderance of fringe-left representatives, and the courts, Army, and media have been threatened with outright politicization.  Ethnic and regional sectarianism have been exploited and exacerbated in the name of “federalism.”  Nepal’s formerly bilateral relations with its neighbors have been replaced with unilateralism and outright interference on the part of India and China.</p>
<p>In consideration of the above, the United Nationalist Nepalese, hereafter referred to as the UNN was formed:<br />
a.) To act as an organizational focus for all individuals, irrespective of ethnicity, religion, or background, who sincerely believe in the restoration of a unitary, independent and parliamentary nation of Nepal.<br />
b.) To speak on behalf of all nationalist Nepalese, both within Nepal and abroad.</p>
<p>The sovereign and fundamental rights of the people of Nepal are to be expressed through:<br />
1. Peaceful democratic means in the political process.<br />
2. Multiparty parliamentary democracy.<br />
3. Inadmissibility of the politics of violence and intimidation.<br />
4. Recognition of our heritage, roots and values as an integral part of our nationhood.<br />
5. Unacceptability of any political compromise leading to national disintegration.<br />
6. The recognition of ‘Human rights’ to be an integral part of the polity.</p>
<p>In this context we must insist upon public deliberations and a referendum on:<br />
7. Hindu nation or Secular state: Hindu Rastra is not about theocracy, but recognition of our heritage, roots, and values.<br />
8. Constitutional Monarchy or Republic: Constitutional Monarchy is not about feudalism or the divine right of a King, but recognition of the cultural and unifying role of the King in Nepal within the democratic framework.</p>
<p>The UNN urges that the Constitution of 1990 be restored, on a provisional basis, until the Nepali people have delivered their own verdict on that document via referendum.  The present Constituent Assembly, elected and convened under circumstances of unacceptable Maoist coercion and low-grade terror, should be suspended and its work halted.  To ensure a free and fair referendum, the disarmament and confinement of Maoist cadres in designated cantonments shall continue under the supervision of the Nepal Army, and all recruitment into the Maoist “Peoples’ Liberation Army” and “Young Communist League” is to be halted at once.</p>
<p>We must recognize that the ethnically-based federal system will disintegrate our nation along ethnic lines. The empowerment of marginalized subgroups must be addressed through decentralization, education, employment opportunities, political participation, and recognition of Nepal as a multi-cultural and multi-lingual state.</p>
<p>The National Army is the non-political professional army loyal to the nation-state. We must keep our National Army non-political. The PLA is the politically indoctrinated army loyal only to the Maoists’ party. Integrating these two armies will simply destroy the very fabric of our defense and politicize the army.</p>
<p>The economic system must be geared towards responsible economic growth, creating a better environment for investments and job creation, and be conscious to the environmental and social issues. Since the economic issues are not well discussed in public and no political party garnered the majority vote there must be consensus in designing the economic policy. The agenda of irresponsible expenditures towards cheap popularity will lead to high inflation and economic chaos.</p>
<p>There must be a system of constitutional law and order to govern the nation. The unconstitutional parallel pseudo-government bodies must be discarded.  Recognizing that political corruption is a primary reason for the failure of democracy, there must be a national policy derived through consensus against it.</p>
<p>Even today the Constitution of 1990 is still valid. It is the only constitution written in peace and ratified by the public. The constitution is clear that the sovereignty is vested within the people of Nepal, and thus this document already incorporates republican ideals. The interim constitution is neither written in peace nor ratified by the people. Thus, its mandate is limited only to run the government, keep law and order, and prepare for the Constituent Assembly &#8211; CA. It has no mandate to enact structural changes. The CA is for writing the constitution, which becomes operational only after being publicly ratified. Thus the current CA has no mandate to make any structural changes in Nepal.</p>
<p>We must emphasize that the CA of 2008 has a mandate to write a constitution, but not for enacting structural changes. The necessary preconditions for such structural changes are:<br />
1. A ratified constitution being in place.<br />
2. Members of the parliament elected under the new constitution being in place.<br />
3. Candidates for the parliament having been given ample time to present their views prior to the election to get the public mandate.<br />
4. The pros and cons of the issues having been well-discussed in public to form an educated public consensus.</p>
<p>UNN suggests the following programs for social development:<br />
1. Recognition of the importance of self-discipline, internal values and heritage for self-esteem. It is important to note that no political program will succeed without the pride of one’s own heritage and roots. It is the foundation stone on which the society and the political structure stand.<br />
2. To formulate policies and programs to represent the broad-based centrist constituency. To create a think tank or research institute to formulate such policies.<br />
3. To view Nepal as a multi-cultural nation, but not to compromise by allowing its disintegration along ethnic lines.<br />
4. The public’s intolerance against corruption must be recognized and must be reflected in the policies of all parties and in their selection of candidates.<br />
5. The core of our social and political problem is a lagging economy and soaring unemployment. Thus the economic policies must be geared towards a better investment environment and job creation. Parties should push for the protection of industries against extortion, and in turn ask them to create jobs.<br />
6. To delineate issues common between this organization and other political groupings and parties.<br />
7. To create a young cadre corps and train them in leadership and communication skills.<br />
8. To recognize the importance of communicating to the people and of developing a rapport with the communications media.<br />
9. To delineate an area where the organization has large public support. Develop it as a showcase by keeping it free of corruption, extortion of industries and businesses, trafficking of women, politicization of educational institutes, deforestation and forced conversion. A symbiotic relationship with industries and businesses may be attained by providing them with a conducive environment and in turn asking them for tangible job creation.</p>
<p>The UNN strongly rejects the territorial division of Nepal along ethnic or religious sectarian lines. The UNN rejects the putative May 28, 2008 abolition of Nepal’s sovereign monarchy, which was carried out under highly disreputable circumstances as per the terms of the so-called “Interim Constitution of 2007,” an antidemocratic and poorly-conceived document which was drafted by the then-governing SPAM cartel without any democratic accountability whatsoever.  The UNN absolutely rejects all proposals to integrate the politically-indoctrinated “Peoples’ Liberation Army” into the Nepal Army.</p>
<p>The UNN calls for friendly, bilateral relations with both of Nepal’s neighbors, and with the international community at large.  Such relations shall be predicated on the basic understanding that Nepal is a sovereign, independent nation-state with the inalienable right to self-determination.  The UNN asks for the full cooperation and support of Nepal’s neighbors in the context of Nepal’s efforts to restore its own internal cohesion and constitutional structure.  The UNN humbly calls on all Nepalese and on all concerned parties to support the aims of this organization for the salvation of that unique and irreplaceable nation, Nepal.</p>
<p>Nepal also means unity in diversity. Let us be clear that our nationhood is not defined by superficial considerations of ethnicity or the Marxist interpretation of economics and class; but by our tradition, roots and values. This is what connects us &#8211; Nepali.  Let us dare to have a vision of a united, democratic, multi-cultural Nepal where all the citizens are equal, prosperous, and proud of their own heritage.</p>

<p>There has been increasing number of blood cancer, called Lukemia, in children and other risk factors are brain tumor, kidney and eye cancer, Rajkarnikar added.</p>
<p>About 55,000 people are estimated to be affected by cancer while, 14,000 to 15,000 new cases have been surfacing every year in the country.</p>
<p>Over 50 percent among the cancer patients are affected by lung cancer and it was due to smoking and by the use of tobacco related things. &#8220;It is because the lung cancer could not be detected in primary stage but the symptoms begin to appear after the age of 45- 50,&#8221; Rajkarnikar revealed.</p>
<p>One-third of the disease would be prevented if it is treated on time while another one-third is curable, he added.</p></blockquote>

<p><span> The SAARC leaders affirmed in the Colombo Statement on Food Security their resolve to ensure the region-wide food security and make South Asia the granary of the world once again. </span></p>
<p><span> They also directed that an extraordinary meeting of the agriculture ministers of the SAARC member states be convened in New Delhi, India, in November 2008, to evolve and implement a people-centered short to medium term regional strategy and collaborative projects in view of the emerging global situation of reduced food availability and worldwide rise in food prices. </span></p>
<p><span> According to the statement, such projects will increase food production, investment in agriculture and agro-based industries and the development and sharing of agricultural technologies. </span></p>
<p><span> &#8220;We direct that the SAARC Food Bank be urgently operationalized,&#8221; the SAARC leaders said in the statement. &#8220;We also emphasize early drawing up of the SAARC Agriculture Perspective 2020.&#8221; </span></p>
<p><span> &#8220;We further direct that SAARC region should forge greater cooperation with the international community to ensure food availability and nutrition security in South Asia,&#8221; said the statement. </span></p>

<p>&#8220;Nepal stuns world, itself,&#8221; read a banner headline in the English-language daily The Kathmandu Post, trumpeting the smooth running of the high-stakes polls.</p>
<p>&#8220;The Nepali people have once more proved doomsayers wrong,&#8221; crowed the Nepali Times.</p>
<p>In spite of clashes, shootings and bombings in the weeks leading up to the polls, just 33 of around 21,000 polling booths had to be shut, the Election Commission said.</p>
<p>Security had been tight across the country, and only isolated flare-ups, including three deaths in the ethnically tense south, were reported &#8212; no worse than on any other day.</p>
<p>If the count goes smoothly, the results for more than a third of the seats, those allocated by the constituency system, were expected in just over a week, the Election Commission said.</p>
<p>&#8220;Results have already started trickling in. There are some areas where the ballot boxes are still coming and it may take some time due to remote geographical conditions,&#8221; spokesman Laxman Bhattarai told AFP.</p>
<p>The rest of the seats, allocated by proportional representation, will take longer to decide as the count will be more complex. The complete results are not expected for several weeks.</p>
<p><span style="border-bottom: 1px dashed #0066cc; cursor: pointer" class="yshortcuts" id="lw_1207909476_4">Kathmandu</span>&#8217;s City Hall constituency &#8212; the only one to use <span style="border-bottom: 1px dashed #0066cc; cursor: pointer" class="yshortcuts" id="lw_1207909476_5">electronic voting machines</span> &#8212; was the first to declare results, with the seat going to the centrist Nepali Congress led by interim Prime Minister <span style="border-bottom: 1px dashed #0066cc; cursor: pointer" class="yshortcuts" id="lw_1207909476_6">Girija Prasad Koirala</span>.</p>
<p>When the full results emerge over the coming weeks, Nepal will have a new 601-seat assembly that will tear up the country&#8217;s past status as a Hindu monarchy and write a new constitution from scratch.</p>
<p>But strains could start to show after the votes have been counted, with the first challenge being to get the major parties to accept the results, analysts have said.</p>
<p>The Maoists, whose 2006 peace deal ended the bloody civil war and the king&#8217;s attempt to seize absolute power, hold 84 seats in the 330-seat caretaker assembly and control five ministries without ever fighting an election.</p>
<p>Political observers have expressed concern the former guerrillas may take to the streets if they make a poor showing.</p>
<p>&#8220;The very first challenge will be to get to the end of the counting process and have the major parties accept the results,&#8221; said Rhoderick Chalmers, Nepal&#8217;s country director for the <span style="border-bottom: 1px dashed #0066cc; cursor: pointer" class="yshortcuts" id="lw_1207909476_7">Brussels</span>-based <span style="border-bottom: 1px dashed #0066cc; background: transparent none repeat scroll 0% 50%; cursor: pointer; -moz-background-clip: -moz-initial; -moz-background-origin: -moz-initial; -moz-background-inline-policy: -moz-initial" class="yshortcuts" id="lw_1207909476_8">International Crisis Group</span>.</p>
<p><span style="border-bottom: 1px dashed #0066cc; cursor: pointer" class="yshortcuts" id="lw_1207909476_9">King Gyanendra</span>, who ascended the throne in 2001 after the much-loved former monarch and most of his family were massacred by a drunk-and-drugged crown prince, will also be closely watched.</p>
<p>While widely unpopular for trying to seize absolute power, he can still count on support from sections of the army and from fundamentalists who see him as an incarnation of a Hindu god.</p>
